Sick Fish (any Ideas?)

I have a sick bleeding heart tetra. This poor guy had his fins nipped by some of his other bleeding heart's in the tank. Shortly after, he developed these white patches (kinda looks like mold spots). I have him in my 10 gallon quarentine tank and have tried Pimafix and Maracyn, but days after I stop treatment it comes back. He's been in the quarentine tank for over 2 months. I don't want to put him back in the tank unless he is healthy and i don't want to get rid of him. ( girlfriend says flush him) fish_027.jpg
 
You are not giving the meds time to work, folllow the instruction on the maracyn, can you describe it abit more, what are mould spots what colour any fluffyiness, don't no what you mean, sometimes it takes two rounds of treatment, and you will have to sort the problem out in your tank, as they is no point of getting a fish better for it to happen again.

Sorry looked at the picture longer and he has no fins left, have you seen the fish attack him, how many gallons is the tank, full fish stock of how many and which type, plus test results in ammonia,nitrite,nitrate,and ph.
 
This happened about 3 months ago, some of his bleeding heart tankmates chased him. Nibbled at his fins. I purchased the mat the same time but the others grew except this one. It was like he was the runt or something. Anyways, it looks more like white streaks on the back end of his body. They look puffy like its mold. I have tried both remedies several times, and did the full treatments for a week each time. After i stop the treatments they come back after a few days. This is why he is in the quarentine tank because i dont need the other fish getting sick.
I have him in a 10 gallon quarentine tank for over 2 months now but he still keeps living.

The tank he was in was 65 gallon planted with other tetras mostly, not more than 20. At the time they were 3 swordtails, 3 red eyes,4 bleeding hearts,2 penguins, 2 hi fin tetras, 2 clown loaches. All the test results are fine, althought when this started some months ago i remember the tests back then the ph was just under 8. That was 3 months ago.

I think since this started 3 months ago, i have tried 3 treatments of each, but to no avail. I just dont like the look of these white fluffy streaks, so i keep him in the quarentine tank.

The white fluffy patches on the back sound like saddleback columnaris you will need antibiotic like teytracycline, how big are the clown loaches as they will need a bigger tank as they grow.

Treat the fish till everthing has disappeared then carry on with the med for an extra week to make sure it has completely gone, you ae cutting the med to short, that why it keeps coming back.
