Sick Betta... Popeye?

I just got this guy in today. And I noticed that he has a sort of bump behind his eye. Its big and gross, it might be popeye, but it seems to be a bit more behind the eye then onder it. But I've also never had a fish with popeye before. He's very lethargic, and I'm pretty sure he'll lose the eye, I just don't want to lose him. I'm treating him with jungle edible bacterial pellets and trisulfa. Any other suggestions? Here are a couple pictures!

Is he laying on his side on the bottom of the tank?

With popeye the whole eye is popped out like a bubble.

If it is popeye, Keep the water extremely clean. I would use Bettafix. It is usually very effective against popeye. But if the water quality is not kept pristine the infection will spread.

If he is on his side in the bottom of the tank, he is very sick. Lower his water so he can reach the surface w/o much strain. I would move him to a hospital tank that can be maintained easily w/o substrate. The pebbles can be hard to keep clean, because food drops down in the crevises.
