Hey, everyone.
My friend recently decided to buy a beautiful male crowntale from a vry respectable fish supplier here. After a few days of zero stress, and high activity, he has stopped eating. He's sitting at the bottom of his tank and seem to be gasping, for lack of a better term. He flares a teeny bit each time. He's got a little bit of flaking that I originally too as oxygen from the live leaf ludwigia. Temp is about 72-82.
The discoloration isn't splotches of white, so it doesn't look like ick. No popeye or mouth fungi, and the flares seem to be clear...Any ideas?
Any help would be greatly appreciated!

Edit: Using aqua plus formula to treat water with stress reducing agents. Did a 20% water change just now - First water change (has only had the fish for a week
