Shrimps And Tank Sizes?

how many shrimps (cherry) could be housed in a 28L tank?
i always read on here that shrimp dont really add to the 'waste' in a tank but my shrimps really do make a mess. so now im wondering do i have too many in the tank?
its a 28L 'aqua one' tank housing an unknown number of cherrys (you can normally see three - five at any given time and three small type guppys (not your big hormone induced large ones)
the tank always seem dirty, i gravel vac daily but by the next morning the wood rocks and gravel are covered with tiny poo's! so im guessing its the shrimps. am wanting to tear down the tank, pull them all out and just put back in xxxx amount of shrimp. whats a good number for a small tank?

Just keep the ones you currently have they will breed and in 6 months your tank will be nicely stocked I tend to go by 1.5-2 adult shrimp per litre. The guppies will eat the juvie shrimp though unless its well planted..
