this may be a daft question but do shrimp tanks need filters if they have plants?

sorry just thought I'd add I'm thinking about 19l tank
 
I always use a filter to maintain constant water conditions. Some people dont due to the fact that shrimp only produce a small bioload. It depends really on what shrimp you want to keep. On one end of the scale are your red cherries which are fairly hardy but will still not tolerate high levels if ammonia, but on the other end are shrimp like your blue tigers which demand near perfect conditions. I have bred several species and I would say go with a filter. If you choose not to, then make sure that the stats are good to avoid deaths.
