Okay so I got yellow shrimp with my betta he doesn't like them so if I get a ten gallon tank filter less with plants and airstone will the tank need to cycle?
 
you cannot keep shrimp in a tank with no filter, you would not be cycling anything without a filter, it would just be a container of water sitting.  you will need a sponge filter to hook to your air pump, or a small filter for the tank.   the tank will need to be cycled, you could use some filter media out of your established tank, and put it in the filter on the new tank, bring some substrate over, or bring a decoration or 2 over in order to jumpstart the cycle.
 
Shrimp are in the tank the tank has plants.ammonia is 0 nitrite 0 nirates0
 
well what you hope i guess is that the plants are enough to consume the ammonia/nitrite.   one of the main reasons people keep inverts is as a warning sign for when your tanks readings are off, the first things to die during an ammonia or nitrite spike are the shrimp, making them a good alarm.   i would suggest instead of running an air stone only, that you get a really cheap sponge filter that you can run the air line through, so that you are at least producing some filtration with your bubbles.

you should take some pics of your yellow shrimp, are they the yellow cherry variety??   i am currently keeping some oranges, and also some crystal reds, i LOVE shrimp.   where did you get the yellows and how much did you pay?
 
Wow, they are very yellow! I like them a lot.
 
You definitely need a filter with your shrimp tank, as ech0o says, they're even more sensitive to water conditions than some fish. 
 
On the plus side, they don't produce a large net bio-load and so cycling with them should be 'easier'. But you must still keep a close eye on water parameters and perform large and regular water changes especially at the first sign of a spike in ammonia/nitrite/nitrate.
 
nice that's not a bad price for what looks to be pretty well grown yellows!  my oranges are finally coloring up, they looked pink for quite some time, and still aren't bright like your yellows.

Exactly right, and what i would do is next time you open the filter on your established tank, squeeze the sponge out into your new tanks water, and let it all settle into the substrate and filter, it will help introduce the bacteria you need for filtration, and they certainly reproduce faster than they originally establish otherwise.
