Should I Start A Planted Tank?

hi people, would like a bit of advice please, maybe you could pick some faults with what i am considering to do? anything would be much appreciated as i am new to planted aquariums.
what i have got:
tank dimensions= height 18 inches, width 30 inches, depth 15 inches. (30 gallon)
2 heaters 1 a side running at approx 25"
3 lighting units= 25watt with power- glo t8 k 18000 and 2 20watt aqua bright t8 7500k full spectrum high intensity flouresent tubes.
watts per gallon= 2.16 (have also got a 15 watt unit to) am not using unless suggested? would take it to 2.6 watts per gallon.
internal jewell 600 external aquapro 1200
diy co2 (yeast) home made counter and power diffuser to my 600 jewell. (only been running a week monitoring ph gone down to bout 6.8 from 7.5 fish seem fine)
air running on timer set low for when lights go out.

basically i was planning on changing the gravel to a proper substrate approx 3 inches
adding more plants not sure whitch ones yet but would like a few fast growers and some sort of grass spreading the substrate
adding clay balls to roots and also adding flourish excell and flourish carbon in proper proportion

fish i keep are:
4 bosmanian rainbows
3 gouarmis
5 black skirts
5 harlequins
4 danios
5 mountain minnows
10 neon tetras
red tail shark
thai algea eater
and 4 plattys
the newest fish in the tank have been in for 6months no probs at all. (quite a few fish i guess now ive listed)
ps. have got anubius attached to bog wood and an amazon sword been in tasnk approx 7months amazon looking much better with added light c02 and nutrients.
thats about it thanks for taking the time to read what are your thoughts and suggestions? should i? or shouldnt i? and most importantly will it all work??????????
if it seems okay then please say? go ahead or something? as i am in limbo at the mo..............
