I think I've lost another Betta turn on light and the Betta when nuts skimming on the water service and full down to the bottom of the tank flat out, but gills are still move so don't know what to do now.

no doubt he sees his own reflection i nthe glass. he may continue to show this behavior for a while when lights out, but will eventually settle down.

You should at least let ambient light into the room for a few minutes before you switch on the lights.
 
Your bettas don't do too well with lights :blink:

What type of light are you using?
 
Did you put the room light on first, or open the curtains? Going straight from darkness to brigh aquarium lighting sends most fish nutso. I usually leave it about 20-30mins in room lighting before turning tank lights on
