Hi, I have a Juwel Vision 180 tank, I was wondering when I do a weekly water change do I add the live bacteria (filter start I think) to the water I'm adding or to the filter system I have.

Sorry not familar with this brand, is it a liquid form of bacteria, it should say in the instructions, but usually you add it to the water.
 
If your tank is fully cycled, there is no need to add bacteria starters to the water at changes. The bacteria colony is almost completely on the filter media, on the walls of the tank, on plants, rocks etc. or in the substrate. Water changes have no effect on the bacteria unless you change filters, clean the filter too vigorously (in the tank water you just removed, never rinse in tap water) or maybe disturb the substrate.
