Severum Pairing Up ?

Ok so I came home from work and my red spot and golden severum were lip locking alot sometimes lasting 2 minutes, then I notice they had moved loads of gravel to create a egg laying site, are they pairing up ??? Thing is there are not really very big about 4 inches, are they even sexual mature ??? Not sure on the age of them,

any advice would be great ..
