Set Up Quarantine

Yesterday I purchased a US 10G AGA Tank, a new Whisper Filter, a submersable heater, and a bubble wand with Whisper air pump. I used some water from my US 75G tank to fill up the 10G, the 75G has been setup for a little over 2 years and running smoothly. Does this mean though that I still have to go through the nitrogen cycle, because I have a new filter? Or is it okay to start adding new fish?

You still need to cycle the filter. I would have run the new filter in the old tank for 3 weeks.
