can you breed fish so that you can make them as cool as possible
obv you can selectivly breed but does it work

You certainly can, just think of all the guppy strains there are (not to mention fancy goldfish). Lots of fish have had features 'enhanced' through selective breeding eg. longfin.

However, selective breeding can have downsides. The guppy is a weaker fish than it once was, thanks to line breeding. If you inbreed too much deformities and genetic anomalies can occur.

Then theres the whole arguement of what is 'as cool as possible', to some (myself included) natural is best, that isn't to say selective breeding is uniformly a bad thing. For example selectively choosing parents to introduce new blood into a genepool buy buying wildcaught fish or their offspring and selectively breeding that would mean you get a much more 'natural' fish.

A lot depends on how you define 'cool', some people think that goldfish that have eyes the size of ping-pong balls is cool and fish that have bent spines is cool. Others think that fish as close to nature as possible is cool, selective breeding can work both ways, it just depends on how the path the breeder chooses.
