My red tail shark is growing rather quickly, and loves to pick on my serpae tetras.  Could I move the tetras to my smaller tank, a 29 gallon, which houses tiger barbs?

I would say no. Right now I have 3 tiger barbs in my 55 with a RTS and the tiger barbs gets chased around. The RTS will get more aggressive as it grows. I had to separate the Rainbow Shark and put it in the 29gal. They all got along in there until s/he unfortunately died.

Originally the RTS was with the tiger barbs, and chased them as well.
 
So the serpae tetras won't be able to live with the tiger barbs?
 
I want the RTS away from both schools, staying in the 55.
 
I apologize. I must have read that wrong and was thought to ask if the RTS can move to another tank. They seem to have about the same kind of temperament tiger barbs do. This can either become a good or bad thing. Both can get aggressive during feeding time. Both do better in bigger groups. Both will nip at fins in their group or others. Both are about the same size.
So with this in mind, I have some questions:
What are the dimensions of the tank?
How many do you have of each? 
What other tank mates do you have besides the tiger barbs in the 29gal?
Could your filter system hold its own when adding both schools of tetras and barb?
Is the RTS something you could live without? (I hate asking this question)
 
Fish for thought. If the tank is a 29gal tall, there will be more aggressiveness between both schools in the smaller tank unless you put them in the 55. 
 
What sort of scaping does the tank have where the RTBS is?
 
You may find if you can create him a cave or similar that he'll take that as his territory and things may calm down a bit.  Right now he may see the whole tank as his territory.
Are there plenty of plants to break up sight lines?
 
It can work that if they're the last fish added they have a smaller territory than if they've been established for a long time.
 
My RTBS getting a bit stroppy is the reason there are mainly just large fish left in his tank now.  They're mostly of comparable size if they share the same areas as him - with the exceptions of Corys and my Gold Nugget Plec, but he leaves them well alone.
The only fish I have in with him that are smaller are Platy's and Boesmani Rainbow, but they stick to the higher levels of the tank.   I moved all my tetras out a while back.
 
Could you move the barbs to the larger tank and the tetras to the smaller?

It's a regular 29 gallon, not long or high. I forget the exact dimensions.
 
5 tiger barbs and 5 serpae tetras
 
Other tank mates:
5 rosy glass barbs (they are yellow with a black diamond spot on them)
5 assorted cory cats
1 kribensis cichlid
 
I would be adding the serpaes to the 29, the tiger barbs are already there.  I believe the filter can handle this, as at one point the tank was overstocked and the filter was okay.
 
At this point I can't ditch the RTS, as this is the healthiest, quickest growing one I've owned.  In the past they never lasted that long and didn't seem to grow as quickly as I can remember.  I believe the 55 gallon is the reason he is doing so well, over the smaller tanks in the past.  He's really cool! But my girlfriend calls him Billy the bully haha.

There is  a large castle that Billy and the (2 remaining) clown loaches use, as well as a small cave.  And it is moderately planted.  Unfortunately, he still attacks the serpae tetras when he is not chilling in the cave or castle.
 
I cannot move the tiger barbs to the bigger tank, because when they were first introduced to my blue gourami (Ester, which is where my account name originated), they chased her immediately and I decided to break them up.  She is about 4 or more years old, really big and fat, and I can't have anyone messing with her.
 
I'm thinking of moving the serpae tetras in with the tiger barbs today.
 
What kind of filter system do you run on the 29? If you have the rosey glass barbs, krib, and cory cats, you could be looking at some trouble. The 5 cory cats would be fine. However, this will be 21 fish in a 29 gallon. Hardly enough space for all of them. Not mention that rosy glass barbs already get about 4-6 inches in size. I remember seeing in another forum that your 55gal was having some trouble. Is that resolved? If not, I would seriously advise against it. You could very easily have 2 tanks that you have to deal with being "sick".  Especially if the sickness is ICK.

That's a good point.  The health problems in the 55 gallon are not fully resolved.  I have a Fluval Cannister filter on both tanks.
