I got some more wistera today and some of the leaves have root likt growths have been growing directly under the leaves of the plant

I heard you can clip the wisteria and plant the clippings to make more plants out of them, are these roots just symbolizing it's time to clip and replant? Or something totally different?
Also, how tall do they need to be to successfully clip and replant them to get more plants growing out there? where exactly do you clip the stem?
