My tank is 120L which is a little under 32 gallon (US) a very cheap and nasty 150w heater came with my setup and it seems to work great.
So for a 29g tank i'd say a 150w should be fine size wise, as long as it's work ok.
I found this web page for heater size recommendations:

It gives a 20g tank as a 75w recommendation so that seems a little low.
I know nothing at all about turtle tanks, are they as full (water wise) as fish tanks?
If it has less water then the smaller the amount of water the quicker it losses it's heat.
