Requesting Help W/ Newly Planted Tank

I have a crazy idea, that will take a couple of weeks before I can accomplish this, so I figured that I would get as much info/advice as possible before I attempt this project.

I would like to have more active plants in the tank, so I was thinking about doing a complete redo on the aqua-scape. I was wondering how to put down a substrate that will support the following plants.

Right now I have wisteria, amazon swords, and anubias. I would like to pull up the swords (as they are dying for some unknown reason). I will keep the anubias, they are attached nicely to my drift wood and I really like the look, I will also keep my java moss covered coconut cave. The wisteria will probably stay for background filler/fry hiding places.

I want to build up/grow a more grassland looking scape in place of the swords, was thinking either dwarf hairgrass, dwarf japanese rushes or micro swords. I have read that all three prefer to be planted in a substrate soil instead of the gravel only bottom that I have now.

Anyone know if these are good plants, easy to grow/care for? And how to I lay the soil and not have it all blow around and get sucked into my filter? Do I lay gravel on top of the soil? I don't want a sand bottom, like the look of gravel.

Please help.
