Rena Aquarium Filter Not Working

Hi,
 
I just got a tank for my mum it's made by Rena and came with a stand, I don't know what one it is but it is a cube one 20x20x20 inches.
 
Holds about 130 litres and has a built in filter. I have no experience with these built in ones but when I plug it in it doesn't work and I have checked the socket and amp. Am I able to pull it all apart to see what goes where?
 
On the left I am guessing is the outlet and on the right there is a clear tube coming out which i don't know what it's for.
 
 
 
This Rena tank you speak of, seems quite hard to find one on google search.

Seems to be a pretty standard built in filter, has 3 compartments, one for media sponge, one for ceramic media, and the last for heater and pump.
 
When you switched it on, did you ensure its full of water some?
Some pumps won't work without water.

It isn't that one but that's what any search I did kept coming up with and it seems to have 4 compartments. One for sponge another for carbon 1 with the ceramic although this has ceramic in two of the compartments.

Yeah I have tried it with and without water. I have now filled it up. If I can solve it then I will just have to get an internal filter for her
