yeah since his fins are grey, he's a little sluggish and this red line stuff is happening I think I'll treat him for a bacterial infection.

It sounds the closest. I'm not ruling out septicemia either, just to be safe. But all of the pics I'm finding online of septicemia on fish looks blotchy, not like red lines.
I still have yet to find something that looks like you describe.

Nope. Pets Unlimited gave me Melafix.

Only really for helping to prevent them when there are cuts and wounds something like this its not going to work.
