29 gallon with 2 gold skirt tetras about 5 centimeters and a cardinal tetra about an inch

ideal conditions or not :unsure:
 
Red tail sharks are a bit aggressive, I don't think I'd put one in that small of a tank. I think you should get some more of the other types of fish you have, they are both schooling spiecies and prefer to be in groups of at least 6.

As the Rainbow Sharks grow they can become slightly aggressive, a 36" long tank should be provided, as they are very active and often grow to lengths of 6". Just make sure they have ample swimming room, and you should be 'ok'. I don't believe that the conditions you are keeping your fish in are "ideal", your one Cardinal Tetra should be in a group of at least six, as should your Skirt Tetras. :good:
 
I would go a step further and say the minimum for schooling tetras in order for them to behave "naturally" is 10 and more is even better.
