Red Sea Co2 Indicator Not Working?

Here is the situation. I just set up a pressurized CO2 system on a new tank, and let it run for about 15-20 min at about 2-3 bps, just to make sure it was working. After that, I shut it off and put in my CO2 Indicator from Red sea. Right off the bat, it tells me that my CO2 is at optimal levels (25-30ppm) How can this be? How long does the indicator take to work? (it's been about 2 hours)

The indicator takes around 1-2hrs to stabilise with the tank water.
