This kinds of depends on your budget and where you are based really.
There are a number of brands that are fairly popular such as Fluval / Juwel, as they do come as a full set up that include standard light units, heater and minimum required filters.
When I started this hobby, my first tank was a Fluval 90 Roma with cabinet from LFS, that gave me the peace of mind being brand used and unused so I knew it was safe to use, though of course was not the cheapest option but was a good tank for me to learn from and over time I learned to upgrade the lights / tubes, filter and heaters so that it suits exactly what I wanted and worked best for the live stocking I had at the time.
There are lots of tanks with differening sizes and shapes to choose from. The general rule is to get the largest tank you have the space and budget for. The larger the tank, the more forgiving with any mistakes made as well as being more able to keep tank water parameters steady.
I now buy second hand tanks and equipment with exception to heaters, always buy those new as you do not know if they are working properly and how old these are. being new gives you more guarantees.
So what might work for you, is to shop around, make a note of the brand and model etc and then show that on this thread then we can give you an idea if its any good or not etc
