Rasbora Is Swimming Strange

I recently got 3 rasboras to get a school of 6. One of the rasbora is swimming strange. He doesn't swim very much, he kinda just stays at the top. The other rasboras are swimming around fine, exploring, etc. But this one doesn't. When he stays still, he looks fine. But when he swims, his back just sorta drags along. Hes in a 10 cycled tank. What is his problem?
 
What are you water parameters? How did you acclimate your new fish?

Ammonia: 0
Nitrite:0
Nitrate:15
P.H: 75

I acclimated the fish by putting the bag in the water for 10 minutes, adding some aquarium water in the bag and then waited for another 10 minutes. Then I got my net and grabbed the fish from the bag into the aquarium, if that is what you mean.
 
I think fish should be acclimated for at least an hour. Some acclimate longer. That could be the problem.
