Raccoon Switching Waterfall Rocks?

We have a waterfall for our pond and a raccoon is rearranging rocks and diverting the water out the pond,how do i refill the water and how do i stop the raccoon from moving the rocks so the water pours out :crazy:

yeah sorry I know its somewhat of a pickle but it did make me laugh sorry.....

Solutions! How about cementing the rocks in? Or meshing the rocks down with wire fencing? Can you get any kind of deterrent like a scent spray? Or "silent" alarm I know you can get them for small rodents but not sure how racoons fare with them.

Are you sure its a rodent and not a bipedal anthropoid of some sort?
 
They make a really cool motion-activated sprinkler thingy called a Scarecrow.
