i have an elite 100w heater

can this be fully submersed
 
Yes, it should be fully submersed all the time (and don't forget to turn it off 10-15 mins before removing it from the water ever).

sorry so i can fill the water past the temp knob (only asking this as instruction say if heater falls into water turn off )
If the heater falls into the tank, ie the suckers let go then you would have to take it out and re position it. It is good practice to turn off power when putting your hand in the tank anyway and if you take out a heater that is switched on then it will burn out. All clear now :good:

Like mentioned before, fully submersible. However, leave it in your tank water for about 5 till 10 minutes first so it can reset it's thermometer to the right temperature of your water. Only plug the heater in after these 10 or so minutes to make sure it doesn't get the temperature wrong.

When doing a water change it's also recommened you unplug the filter and wait for about 10 minutes to let it cool down if it has been on. If you forget to do this it's possible the heater will turn itself on once it's no longer fully submerged and will shatter the glass.
 
also make sure the water is pretty warm(new water i mean) because if the heater is still hot the cold water would shatter it.

as long as you are carefull it will last for ages without a problem everyone i know has never had a problem with the heater i have had the one in my first tank for about 5 years now.
