Questions About Planted Tanks :)

I have a tank that is about twenty-five gallons (approximately nintey-five litres?) that i am going to turn into a breeding tank for my angels. Outside of breedings, i am wanting to keep the tank setup as simply planted. Being that i've never tried plants -correctly- before, i have some questions.

1. I want this tank to have a sand substrate. I've been looking at sandy plant substrates like the Seachem Flourite black sand and others like it. Can i keep the substrate strictly one hundred percent flourite or do i need to layer it? Also, is the flourite sand soft by any chance?
2. I'm wanting to model my breeding tank after South American whitewater rivers. So i plan on having these plants: various sword plants, vallisneria, riccia, some water lettuce, and maybe some others.
3. As far as lighting goes, i understand the watts per gallon formula and such. But how many WPG do i need for my wanted plants?
4. Do i have to use CO2 or am i okay without it?
