I currently have a 10 gallon tank with an under-gravel filter as well as a 20 gallon top filter. I only have 4 Rosboras in there right now and they seem to be doing fine. I was wanting to add a couple more fish but I am worried about over population.

I was planning to add 1 more Rosbora totaling 5 since they like to be in small schools, and since they only get about 1.5 to 1.75 inches I think i still have some room to work with.

If i added 2 to 3 peppered cory cats and 2 to 3 otos (not all at once) would that be over crowded even though the corys are bottom swimmers, and the otos are algea eaters? And also would that make the ammonia levels too high even though i have a heavy filtration system?

Thank you for your help in advance

Hiya mate, welcome to the forums! I'm no expert but i would say you would be fine with the extra rasbora and the cory's. Never been fond of them, but i bought three bronze cory's a month or so ago and i love em now! Really nice addition to the tank. They're really active and seem to do a good job of clearing up and left overs. I shall be adding a few more to my tank soon i think.

You'd be better off getting your rasboras to 6 in total and 6 dwarf Corys: 10 gallons is on the small side for peppered and for Otos, while schooling fish really do much better in larger groups.

Do dwarf corys need sand or tiny gravel? Because i have larger gravel and i would be worried about the little guys hurts their whiskers. Any tips?

As long as the gravel is rounded and not sharp edged they will be fine.

All Corys do best with sand, regarless of size because they sift the sand via their gills, which isn't possible with gravel of any size. It makes almost no difference which Cory you keep on gravel, so dwarf Corys will do as well as any larger Corys.
