Question About My Lamps

Hi.

I have a 60 gallon tank with two florescent bulbs that say, "Marineland F15T8/18". Is this enough for a low-light set up? How many watts per gallon do I have?

No that is not enough light IMO. You have 2 15 watt lights for a total of 30 watts. F15 stands for the wattage, T8 is the type of bulb, which is specifically a 1" diameter bulb I think.
