Question About Heaters

On the boxes of heaters it has a suitable for such a gallon.. does this mean the amount of water the tank will hold before or after putting in your sand or whatever at the bottom?

I have a small {just over 6us gal} tank and a heater Ive seen says up to 5.5 gal so after sticking in sand and plants etc it's probably only going to be holding that right?

Your rocks & substrate will need to be heated to the same temp as the water, get a heater rated for the tank size.
