So far my ammo and nitrites are remaining at 0 and my nitrates are holding steady at 10 or 20-40. Which number it is exactly I can't tell because the nitrate test on the API test kit is hard to read for the nitrates. Should I still worry about water changes even if all these numbers remain good? If so, how often should I be changing the water and how much?

It's a 10 gallon tank with 4 male platys and 4 Julii Corys. 2 small Amazon Swords, 1 Java Fern, 2 bunches of Anacharis, 1 bunch of cryptocyrne, and 1 Banana Plant. Filtered with a Fluval C2 and I also have an air pump on low 24/7.
 
25% a week should be fine and is a good rule of thumb if your new to it all. Once you get a bit savvier you can work around it a bit, for example I do 40-50% every 2 weeks as my tank is almost 300 litres and lightly stocked with a fair few plants
 
Just to add, the main reason you do a water change is to lower your nitrates which are not consumed by bacteria, therefore rise over a period of time, technically you could measure this over time to see when it would be appropriate to do a wc, i.e when your nitrates go above 50ppm for example. Also check yoir levels against your tap water.
