Problem with Gold Ram?

I have a pair of Gold Rams in my planted 34 Gallon. I would say the water quality is as good as possible; Ammonia and Nitrite zero, Nitrate 5 mg/l, pH 6.6, KH 3, GH 6, temp. 25C.

My problem regards one of the pair. It appears healthy in all aspects; good colour, feeding well, no buoyancy problems. However it spends most of its time at the surface and appears to be gasping. When food is offered it returns to "normal" behaviour, swims at all levels and interacts with the other Ram. Soon after it goes back to the surface. The other Ram is fine and all other fish seem in perfect health.

Any ideas?
 
is there any other fish in the tank who may be tormenting or intimidating the Ram into hiding?

I'm no pro at diseases but it may be possible he/she has some internal problem that is at the earliest stages causing discomfort, but not to the point the fish cannot function.

Just two possibilities that came to mind as I read this thread....
 
Gasping and heavy breathing can be gill flukes, are the gills red and inflamed or pale, are fish flicking and rubbing against objects.
