I'm in a cleaning mood, so I was cleaning my room and such and I happened to look at my fish tank, all guppies, one plec. Anyway, I noticed the fishs eyes right away, most of them, have almost pure black eyes, and they are very lathargic. (sp?) Is this a serious problem or are they just sleepy?

When you are talking about black eyes, are you talking about the irish or the pupil?
The pupil of a guppy is always black, but the irish depends on the amount of melanin in it's eye.

I'm talking about the whole eye. pupil, Iris, everything. I just put a new beta in a tank beside them, and that's when it started happening. My mom suggested that maybe they're skeered of him. is that a possibility?

Black irish are due to stress or sickness (so your betta could be the reason). Sometimes black irish can be seen also when you have either dark gravel or dark background.
So, unless you have dark gravel or background, the betta is the problem.

Lucky for my gups I went out and bought a 2.5 gallon filtered tank for my beta, so he is no longer beside them. (O'Hara could never been happier in his new tank) The Gups are back to normal. Thanks for telling me!
