Hi all is this white spot or fungus ?

Well, it's not whitespot; that looks like bright white, raised dots.

I would guess it's either bacterial (if the patches look smooth, greyish or flaky) or fungal (if they're fluffy, raised or pinkish).
 
It's definitely not white spot, and it's a bit hard to see if it's fungus. Is it at all fluffy? To me in the photo it actually looks like damaged scales- is there anything in the tank with him that he could fight with or that would pick on him?

No there is nothing to pick on him in there I thought it was fungus they look fluffy but not sure so I thought I would get a second opinion I have picked some api fungus treatment up but the lad in the shop said take the fish out and just treat him on his own in a bowel for about 10 mins daily until it has gone but I am not sure is it better to treat the whole tank?
 
Hard to see anything wrong really, but, it's best to medicate the single fish if possible.
Meds in tanks can cause a whole load of trouble you weren't expecting.
