Pop Eye Problem

My neighbors have a platy that they just recently had me come over to look at. One of it's eyes currently looks like it has some sort of billowing film on top of it. When I inspected it more closely, it seemed to me like the fish had gotten popeye and the eye had actually burst. Has anyone heard of this happening? I'm not very familiar with popeye. The film on top of it is white and slightly transluscent.

I had them quarantine the fish gave it some fungus killer, then told them to do a water change in the original tank and gave the original tank some fungus killer as well.

Has the eye gone now then, was it bulging out.
Need stats in ammonia.nitrite,nitrate,and ph.
How many gallons is the tank or litres, how many fish and which type are in there.

The fish was in a 30g with four other platys and some odd number of neon tetras. I don't know the stats because it isn't my tank. I don't believe that they have the means to test their water. The sick platy has been quarantined to a 10g.

I don't know anything about the condition of the eye before I saw it because, once again, it isn't my tank and they said they hadn't noticed anything until now. I'm starting to think that it isn't popeye and is instead a case of Saprolegnia Fungus.
