Over these last few days he's seemed very lethargic, his fins have clamped up at the ends and he's slightly paler. He's still eating fine and I've turned the temp up to 28 degrees as I thought the water might have been a bit too cold. Water stats are fine although I'll do a 50% change tomorrow to freshen it up a bit anyway. He's in a 30l tank which I fully clean weekly.

He generally looks very sad which is strange because he's such a lively little fella

Could it be an internal Parasite as I saw him rubbing against tank for the first time this morning?

No Nitrite or Ammonia in tank
 
Any other fish kept with him in the 30 litre tank.
Can you post your water stats please.
What do you feed your fish.
Any signs of laboured breathing.
Need to look at water stats first as flicking can also be caused by bad water quality.
 
You need to do a 50% change now not tomorrow, its may perk him up but if not then you need to be looking more to the disease side of things.
 
Nitrite 0 Ammonia 0 PH 7.4. Have ran out of Nitrate sticks but I have never had an issue with Nitrate in three years and last tested it less than a fortnight ago and it was perfect.

Three Corydoras (each an inch long) and a nerite snail.

Hikari mini wafers and a couple of times a week frozen bloodworm, brine shrimp etc

No breathing problems
 
Have you seen the betta go to the toilet.
I would introduce some greens into there diet.
Cook some frozen peas for a few minutes, let cool down, pop out of shell, mush between fingers into small peices and add to the tank.

No I haven't seen it go to the toilet to be honest, do you think this could be the problem then?

He might need a good flush through peas are a laxative to a fish.
