As long as the water is kept clean and the bite isn't right down to the bone then it should quickly grow back,
provided that is it isn't continually picked on

Yes, Provided its cycled and of an adequate size,

Its a floating one ok?

In that case don't bother, leave him in the tank.

You could add some antibacterial such as melafix if it looks quite bad.
