Just use the dechlorinator (anti chlorine). You already have a filter but its not enough, so adding aquarium gravel will help out the filter. Buying a bigger filter for this size tank would just be wasting your money as you would still need to change water every day.

Someone who keeps fancy goldfish (@Deanasue) can advise how big a tank you need.

Someone who keeps fancy goldfish (@Deanasue) You need 20 gallons for the first goldie and 10 for each additional. I see you have 2 so at least 30 gallons although I would go to 40.

i strongly suggest you rehome these little guys as soon as you can. My 3 1/2 foot tank was not big enough for my goldfishes and I rehomed them to someone who had a huge pond and they are doing amazing. I will add mine were in great condition to start with but this is not the point. The size tank you use for your 2 fish is what I use for a fry tank and having a water depth of 10cm/ 3.97 inches is by far to low for most fish especial for a goldfish.
Before you get anymore fish, research hun or even come on this site. Everyone is willing to help no matter how silly you think the question is!
 
Get a larger tank if you can, even a large plastic bin would work. Do 75% water cha ge daily

To treat swim bladder disease fast him for 2-3 days then feed him boiled deshelled pea, if he doesnt eat try do a epsom salt bath,
Fill a gallon bowl (or plastic container) with dechlorinated water the same temperature as her tank water. Add 1 teaspoon of epsom salt per gallon of water. Let her bath in it for 15 minutes then place her back in tank.
(The salt must be Epsom salt with no Iodine added to it)

Looks to be about 5 gallons. Not ideal but better than 2 gallons. You will still need to do the daily 75% water changes
 
That water you have in there, is it de chlorinated water or just water from your tap? You need to go back and read what seangee and deanasue have asked you to do.
