It may be ok if you seal it after painting but that would ruin the 'stone effect'

What are you trying to paint? Could you attach sand to it instead with an aquarium safe adhesive?

For what it's worth it's safety data sheet states that it contains a product that has long term toxic effects in an aquatic environment. Personally I suspect the naptha.
