Planting Plants?

Right here is my first stupid question.....

How do you plant them so they stay put and don't float away?

My plan this time round is to establish the plants BEFORE I get the fish, I was thinking at least a month before? Now as you may have guessed the prob I had before (other than them dieing) was the plants floating away. I have found old threads about care of the plants but none about the best way to plant them. I had sand in my old tank, and from what I have read on the net this wasn't the best and I should have had gravel, but my dad had gravel and he had the same problem.

I know that the plants that come in pots should be taken out of the pots before planting, but the plants that come as bunched cuttings with metal weights on... Should the weights be taken of and the cuttings be planted individually as I was told? Either way, both types still did not stay where I put them and I was constantly re-planting them, as was my dad with his gravel tank!

I've always planted un rooted un weighted cuttings (mainly after having chopped the bottoms off as they were too tall), and I rarely have to replant any.

Often I will leave a leaf or two right at the very base (the part which will eventually grow new roots).
You have to be careful not to bury too many leaves as obviously they will rot.

But leaving a leaf or two at the base gives some additional anchorage whilst they put down new roots.
And then the second tip is just to make sure you plant them deeply enough. I push them at least 1" into the sand.

get some long tweezers........
make sure the gravel is at least an inch deep, and push the plants right in with the tweezers.
