Plant substrate

Do I need to have something like flourite or eco-complete with a planted tank? Or will I just be fine with sand, root-tabs, liquid fertilizer and a CO2 system?

You'll be fine with that stuff as long as you're lighting is in check too

And yes, I will pay most attention to the lighting. I will have about 5 watts per gallon. (50 watts, 10 gallon tank)

I agree 100% with Konrad - I've never used "special" bulk substrates, and the plants grow just fine.
