I don't think you can "make" a plant do anything, just give it the right conditions and if it reproduces that way it will eventually.

Ok i wish there was a way to kinda nudge it into having seedlings. /shrug
 
some plants are easier than others, for example microsorum pteropus species are constantly reproducing, echinodorus are pretty easy too. Most plants reproduce without you knwing, such as cryptocorynes produce plantlets at the base, it just looks as though it has grown alot of leaves, when in fact there maybe a few plants together, you need to uproot and ull the plantlets away.

your best bet is to clone the plant by cutting it down the rhizome

How would I cut it I don't have special aquarium scissors and wouldn't normal ones have some kind of chemical or something?
 
brand new knife blades/ stanley blades, have a slight coating of grease, bit like WD40 to stop them rusting, i would clean with de-greaser then boil for a few mins IMO
