Plant Question

Hey there I have a question about the plant bulbs they sell are they worth anything? I plan on getting some more live plants but was curious about these bulbs. Also instead of double posting new threads, Eco Complete doesn't exist in any of my LFS. I'd really like to do a gravel bottom with a layer of sand as substrate, would the normal gravel work ok? If so would I have to buy ferts and what not? I'm building a new tank on a 100 dollar budget, or at least enough to get it cycling, with some live plants and what not. Thanks for the advice in advance.
