Yes, that looks like Hornwort, Ceratophyllum demersum. The "leaves" appear as pairs opposite each other on a stem that looks like it is divided into discrete sections. Each "leaf" looks like an array of tuning forks, each spike dividing into two.

Cabombas and Myriophyllum species are the most likely to be confused, but these have more obvious fan or feather like structure to their leaves.

Hornwort can be left floating, and often will float free even if anchored.

IT's growing that fast, i was thinking of puting some in my bare bottom breeding tank to give them and me a little more intrest,
