Hello! I saw this plant growing near the creek, can anyone Id it? Is this aquatic plant?

Doesn’t look aquatic to me.

If you try to grow terrestrial plants under water, they will die and rot. (I have tried this before with local plants from my creek. Obviously no fish in that tank - just an experiment)
