I have plants in my tank but I just have medium gravel substrate with no plant fertiliser layer under it.  What liquid fertiliser is known to be the best in regards of price and quality and should I be using some?

You probably should what lighting do you have and do you have co2 and also what plants?
 
Yes I have lights but can't remember the spec off the top of my head.  Two different T5 tubes.  One slightly more pink than the other.  lol
 
I am not sure the names of all the plants so I will post a pic as I have just set it up (hense the bloom)

You will just want a basic fertiliser such.as tnc lite or seachem flourish that will supply your plants fine for now until you get the bug and make your setup more high tech
 
Thanks for that info.  I have just had a quick look and seachem recommend 10ml every day or overy other day (say 30 ml if done 3 times a week) where as TNC would be 40ml every week.  So pretty much the same dose but TNC Lite is cheaper so that will do for me.   
 
If you can try and split the dose so 40ml a week into each day if not ever other day then your plants should never run low on food
 
10ml on monday, wednesday, friday and sunday should do it then.  ;)
 
I checked my lights and I have 2 x 54W 46" T5.  1 is a Fluval Power Spectrum and 1 is a Fluval Life Spectrum
