Plant Algae Problems

So I was wondering if anyone would be able to help me out.
I've had a planted 10 gallon aquarium for about half a year now and I cannot get ride of the algae. (Its longer hair like algae) I do regular water changes, (about 25% a week) and scrub the tank clean of the algae. but within a few days its back and its everywhere. I've even gone as far as buying a phoshate remover. but its not getting rid of the algae covering the java fern leaves.
I was thinking about starting a seperate tank up (I have an extra 10 gallon thats not in use) possibly trying to use some off the plants from the other 10 gallon that do not have algae growing on them yet.
I dont know if this would even be worth the effort or is there some way i can kill the algae in the one tank by using some other type of method?
Any Ideas would be greatly appreciated
