i plan sometime soon to completely redo my 10 gallon community tank, i plan on using sand a live plants, what would i need for the live plants to grow?
 
water, light, nutrients.

the more light and nutrients you have the better the aquascaping potential.

depends what you want to spend really. whats your budget and how serious are you about it. ie - how many hours a week will you want to spend fiddling with the tank?
 
Once again, it depends on what you have. Anarcharis is generally good because it can be grown with low light, but you can't have a tank with just anarcharis. Try reading some of the pinned topics.
 
Just a thought, gravel is better than sand can't remember why though. Low light plants= anarchis, hornwort, anubias, java fern, java moss, x-mass moss, some swords, crypts and many more.

Basically, the first thing you need to decide on is lighting. The amount of light determines what plants you can grow and what else you have to give them i.e. CO2, nutrients, nutrient-rich substrate. More light, you can grow more plants, but it cost more money, more time, and needs a lot more in general. The pinned articles are a great place to start.
 
i have found java moss gorws fine in low light and cabomba too!!

like these guys say there are loads of low light plants and loads to think about before starting one up.

It depends on the cambomba, usually I found the lower the light the duller green it is and more dead leaves.
