I have:
 
3 Black Skirt Tetra
7 Harlequin Rasbora
1 Cory
2 Flying Fox
2 African Dwarf Frog
 
in a 30 gal tank, with wood and plants. I would like a top feeder/feeders to complete my community. My tank is a very friendly one, all get on very well. My main concern I think would be my frogs. Betta, Dwarf Gourami?
 
 
PH 6.8, KH 100, GH 250, temp 25c.
 
 
I have Scissor Tails and they are very peaceful.  They swim in the mid water range and feed completely on the top. I hardly, if ever, see them below the middle of the tank.
 
Also, the older they get the more colorful they are
 
I would suggest dealing with a couple of existing issues before acquiring other fish species.
 
First, the cory must have a group, five minimum.  These are social fish, but more importantly a lone fish or two will be stressed.  The expect groups of hundreds, but five has been shown to work when space does not allow for more which would be even better.  You could have six or seven here.
 
Second issue are the Flying Fox.  These should be removed, as there is insufficient space for one and having more than one will eventually lead to serious altercations between them, assuming they are normal and healthy.  This fish is solitary in its habitat, connecting up only for spawning.  And at 5-6 inches, it will be an issue just from the size in a 30g.  They should also not be combined with any substrate catfish, like the corys.
 
The Black Skirt Tetra would be safer with another 3-4.  You may not be seeing issues with any of these fish, or don't think you are, but you likely will in time, and it is kinder to the fish to provide the best home from the start.
