Well it's still bacterial and you will need a bacterial med, or the fish will die, you need to go in with maracyn one and two.

Hard to say from the pic.. could it just be swollen from being bitten? I wouldn't rush into medicating things if you aren't sure it's infected. Parrots are pretty hardy fish, but it's hard to tell from the pic.

Columnaris comes in many disguises, so it's up to you, he could of knocked it or been fighting, but with the brown on the lip too, dosn't sound right, only other brown marks are velvet, but thats usually a dusting.

i was think it would have crashed into someting and is possible
today its not brown, its like a white thing, kinda looks like an open wound on the lip
i dont think it is likey to be some kind of disease because i keep my UV on all the time

If it's just discolored white, it could just be from being bitted. If it's white and fuzzy, it could be a type of fungus.

If you're not sure, just do maybe 25% water changes everyday to keep the water clean so it wont get infected.

If the wound is open and deep you need to treat, and use bacterial med as bacteria can enter the wound and blood stream, you need to issolate the fish if its deep and use a bacterial med, if it's not deep wound melafix.

Well you need to act fast as a bacterial infecton will set in, can you issolate the fish, if not add some melafix to the tank.
