Overstocking Vs Proper Species Numbers

Okay so the problem is... I took over caring for the family tank. Now all the decisions are up to me, but fish were purchased previous to that so now I have to decide if I want to OS a little more than I'd like to, or keep some fish in smaller groups than I'd like.

Tank specs:
28 gallon bowfront
2x HoB filters w/ a combined gph of 350
20-30% partial water change every 3-4 days
Lightly planted
Fish are fed lightly with a variety of foods (flake, algae wafers, sinking tablets, peas, mini-krill, etc)
Current Params: pH 8.2, Nitrate 15-20 ppm (usually have about 15 ppm from the tap)

Current stock (and the issues there-in):
1x guppy - sole survivor of a group of 5 that was added to the tank too soon...not planning on adding more.
3x zebra danios - you can guess the role these guys served...prefer not to get more unless absolutely necessary
4x brilliant rasboras - would like to get 2 more of these for a proper school
2x corys - would like to get 2 more of these for a more proper group (I know 6 is better but space is limited)
2x otos - should be 3, but they had just arrived at the store and wanted to make sure were healthy..otos are supposedly low bioload fish (please correct if wrong)
1x dwarf (male) gourami - currently fine, but concerned he may get overly aggressive without 2 females eventually
1x keyhole cichlid - not enough space in tank to purchase multiples to get a true pair, not planning on adding more.

Just want some input and recommendations. All things considered is it better to leave things as they are or fill out the numbers for fish comfort? Returning fish and/or getting a new tank are not currently options.
 
If the tank has been running for several weeks with those fish species, the filter bacteria can cope with the fish and you have experienced no problems, then it will be fine for you to increase your numbers of rasbora, cory and otto as you wished, although it would be best to do this in stages.
 
I believe that you could safely add the fish that you have listed. A 28gl tank will provide enough swimming space for those fish. In your case with the fish you want, overstocking would be a bioload issue and could your filtration handle it. With the 2 HOB filters you have on there this will be no problem (based on your info) with a turn over rate of over 10x your tank volume.
