Overstocked?

I've got a 60l tank with 2 red honey gouramis, 4 male platys, 6 pygmy corys and 3 otto cats, but the tank's looking a bit dull and needs some colour. I would like to add 6 neon tetra or some micro rasboras to brighten it up a bit but worried about being over stocked. I've got black gravel at the moment but going to change to sand which will hopefully bring out the colours of the platys.
Will the tank be overstocked if I add the tetras?

sounds reasonable to me.

However, the change from a dark substrate to a light coloured sand probably wont bring the colours of the fish out more.....it's normally the other way around.
